CFE has launched a tender to design, develop engineering work, provide equipment and material, buildld and instal as well as revamp three turbogenerators at power plant in Poza Rica, Veracruz. This project included conversion of the plant into a combined cycle facility.
Bidding term will be available until September 22.

In Mexico the public prosecutor, leaded by the Attorney General, has a double activity in criminal procedures. According to article 21 of the General Constitution, this institution shall be in charge of investigating and prosecuting criminal activities. In addition, it shall command the law enforcement agencies in charge of criminal investigation.
Due to this double role, in investigation stage, the public prosecutor shall be in charge of receive information to start a criminal investigations and also to gather evidence to prepare a case against a defendant; police forces shall be under its instructions in order to find reasonable grounds and proper evidence in a criminal affair. During this stage, the public prosecutor has investigating and deciding powers because it is allowed to receive information and evidence provided by the defendant in order to prove his o her innocence in a criminal issue, in other words, it is “judge and party” in the investigation stage.
On the other hand, once the investigation is completed and a case is submitted before a criminal court, the role of the public prosecutor will change; its attributions will be the same than a traditional prosecutor.

Spanish savings bank Caja Mediterraneo has about 23,000 million pesos for financing touristic developments in Mexico and aditional funds aimed for loans for about 90,000 houses over the next two years.
Caja Mediterraneo will grant personal loans and financing to home construction companies through the firm Sociedad de Objeto Multiple Crédito Inmobiliario (CI), which acquired in April.
The company will also offer its products to builders in the touristic sector, looking to finance 6,000 houses and 15,000 hotel rooms in touristic areas, as a result of its relationship with Sol Melia hotels chain.
The company´s real estate loans portfolio is about 14,500 million pesos and past due loans are about the 6.1 percent. Although the financial firm is expecting to see an increase in the default ratio, it is optimistic about CI´s growth consolidation within 12 to 24 months.

The legal requirements to issue an arrest warrant as result of a federal criminal investigation are established by General Constitution of Mexico, the Federal Code on Criminal Proceedings and in cases related organized crime charges by the Federal Law against Organized Crime.
According to the article 16 of the General Constitution an arrest warrant and its execution has to cover the following legal requirements: a) It has to be issued in writing by an judicial authority as result of a formal request made by the public prosecutor; b) it has to establish the place where the search will take place; and c) the person or people who will be arrested and the objects which will be looked for, d) as soon as it is declared concluded and certificated shall be issued bearing the signature of two witnesses appointed by the searched address’ occupant. On the other hand, articles from 61 to 70 of the Federal Code on Criminal Proceedings provide additional rules that have to be followed as result of Federal criminal investigations, such as time frame, agents authorized to execute it, witness, goals to be pursuit, etc.
If the legal requirements mentioned above are not meet the arrest warrant and all its consequences shall will not be admissible as evidence against the defendant.
Mexico’s Federal Electricity Commission (CFE) will build three distribution substations and 3 high voltage lines in the southern states of Chiapas and Tabasco*.
The substations will have a total transformer capacity of 38.8 MVA while the three lines should be able to transport 115 Kv.
The winner of the international tender should finance the project, and a minimum of 2 million Canadian Dollars is required to start the project.
